The Framework defines the core job families across the GFF at all grades.
This framework covers roles related to in-year financial management, adding value to numbers by providing insight and analysis. Post holders are responsible for reporting the financial position at strategic level, highlighting key issues and 'telling the story' around financial information.
Financial Accounting and Reporting
This framework covers roles related to delivering core financial controls, providing technical accounting advice and producing the annual report and accounts. Types of activity undertaken involves subject matter expertise in analysis, interpretation and impact of Financial Statements and accounts.
This framework covers roles which ensure that financial processes run efficiently and that people can easily follow them, such as purchasing, income, cash and grants management, master data set up, and processes that impact individuals directly such as expenses and payroll interaction.
Finance Business Partnering
This framework covers roles related to long term planning, budgeting, forecasting; analysis and communication of financial data and reports; supporting and challenging investment appraisals and business cases; supporting commercial activity and addressing complex business queries
Systems and Data
This framework covers roles related to a spectrum of business change activities. How this spectrum applies depends on the scale, and complexity of the organisation. Level of business change can range from smaller business as usual activities to continuous change and larger transformation programmes.
This framework covers roles related to risk management where the emphasis is to minimise the adverse effects of risk on an organisation. Professionals in this specialism work closely with other corporate functions, stakeholders and customers to monitor and mitigate unnecessary risks.
This framework covers roles related to strategic finance with professionals from policy and finance communities. Strategic finance teams advise the Secretary of State and Permanent Secretary on the department’s financial position in year and over the planning period.
This framework covers a range of Director level (SCS2) roles within the Finance Function. It sets general expectations for all Finance Directors, and also specific expectations for Directors specialising in Finance Business Partnering, Technical and Operational Finance, and Strategic Finance.
