What does this activity involve?

The people undertaking these types of roles will engage with a range of stakeholders at all levels to ensure that financial processes run efficiently and that people can easily follow them. Financial Operations covers a broad range of functions. Types of activity include purchasing, income, cash and grants management, master data set up, and processes that impact individuals directly such as expenses and payroll interaction.

No matter what level or area, the work will contribute towards the overall objectives and each department’s single department plan and also to developing best practise processes across government

The size of the department, outsourcing arrangements and structure of the team will determine the proportion of an overall role this activity makes up.

Typical Role Responsibilities

EOs are expected to:

  • Partner with business areas and other stakeholders to help them follow processes accurately
  • Place specific effort and resource to fix issues and respond to Service Level Agreements
  • Accurately record transactional / process level data and support an appropriate level of evidence collection

HEOs are expected to:

  • Manage service delivery and monitor continuation of service
  • Become experts in specific end-to-end processes
  • Review non-compliance and monitoring performance
  • Ensure that financial procedures are fully documented and up to date

SEOs are expected to:

  • Design training courses to upskill users on processes and systems
  • Work with stakeholders to identify and solve issues and identify better ways of working
  • Develop and update guidance and training packages

G7s are expected to:

  • Oversee team priorities and resourcing
  • Use insight and MI to effectively manage performance in a specific area of finance operations
  • Design and manage change that allows more flexibility, responsiveness and improved service delivery

G6s are expected to:

  • Manage the effective delivery of financial operations across the department
  • Set the standard of financial services and Service Level Agreements
  • Provide expert advice to Ministers, Senior Officials and Boards where appropriate

SCS1s are expected to:

  • Develop clear outcome-focused and integrated strategies for Operations and Shared Service Provision
  • Ensure that service levels meet the needs of the Department / Agency, working with delivery partners where appropriate
  • Partner with Shared Service providers to ensure services are suitable in a changing environment.
