What does this activity involve?

The people who are undertaking these types of roles will be involved with delivering core financial controls, providing technical accounting advice and producing the annual report and accounts. Types of activity:

  • Annual Report and Accounts: All tasks and activities related to producing the annual report and accounts, i.e. analysis, interpretation and impact of Financial Statements and notes.
  • Main and Supplementary Estimate: All tasks related to producing the estimate return to HMT, including analysis, review and challenge of the submission.
  • Provision of technical accounting advice: Being subject matter experts on the requirements of the Financial Reporting Manual and the application of accounting standards. The size of the department and the structure of the team will determine the proportion of an overall role this activity makes up..

Typical Role Responsibilities

Financial Accounting and Reporting EOs are expected to support the team in producing accounts and estimates by collating evidence and information, performing reconciliations and ensuring data inputs and transfers to systems are actioned. They will liaise with other colleagues to collect and analyse relevant information

Financial Accounting and Reporting HEOs are expected to perform analysis and interpret data to provide assurance to senior managers over the validity of the data. HEOs will gather supporting information and query data in line with accounting standards and suggest solutions to decision makers. They will ensure data is clear and supportive and can be used as evidence for audit purposes.

Financial Accounting and Reporting SEOs are expected to produce the statutory financial accounts or estimates ensuring they meet HMT reporting standards. They will liaise with a range of colleagues and wider stakeholders to obtain and assure the information relevant to the production of these external reporting outputs.

Financial Accounting and Reporting G7s are expected to manage the production process of the relevant parts of the ARA & Estimates. They will offer accounting advice and work with finance colleagues and auditors to agree accounting treatments. They will review accounting papers and ensure robust processes are in place to give assurance on the quality of the numbers

Financial Accounting and Reporting G6s are expected to lead the team through the production of the relevant parts of the statutory financial accounts and estimates at a Strategic level, highlighting the key issues, risks and opportunities to senior stakeholders. They will also lead the production of other formal external reporting outputs, including Estimates Memorandum for Parliament, liaising with Select Committees, and responses to Parliamentary Questions and FOIs

SCS1 roles that encompass Financial Accounting and Reporting will have a wider role across finance. Financial Accounting and Reporting elements of the role will include leading teams that ensure the core financial controls are in place and deliver high quality external reporting, including Annual Reports and Accounts and Parliamentary Estimates.
